In 1993 it was reelected by aclamation in the Congress of the Palms of Great Canary.

In 1995 it was reelected again by aclamation in the Congress of Utrecht.

In 1997 by Legal Imperative, Carlos had to leave the presidency, but this was occupied by its great and intimate friend Gaspar Benedicto Vilanova, at that time President of the Portuguese Federation. The joy was immense for the Latin Family, the World Pigeon surrendered to the evidence of the work, seriousness and humility, and trusted an exemplary person, worker, friend of all, the control of the Federation once again the International.

Unexpectedly his Gaspar friend passes away to the three months of mandate, it was a blow very it last for Carlos and all the World-wide Colombofilia. Everything the future and all the projects that had prepared, disappeared. Before this situation Carlos like Vice-president 1º, in a meeting of the Committee Director presided over by him, unexpectedly proposes to Mr. Barret like President until the next Congress, adducing the following reasons:

1º Mr. Barret already had been president of the Federation Colombófila the International.
2º Era Vice-president.
3º Llevaba more than 20 years like member of the Committee Director.
4º and most important, than Carlos did not want to even occupy the position of his friend and him cross the mind retirement. By all he was well-known the great friendship and the comradeship that they had to them and the ideals that shared together. It was a tandem of many carats and when breaking itself, Carlos came down.

In 1999 several companions of the Committee Director the International, animated to direct to the Federation Pigeon again to him the International, to rivet the predicted objectives. In the congress of BlackPool (England) he is reelected again by aclamation, like therefore it it has been this last January of the 2001, in the congress of City of the Cabo (South Africa), mandate that expires in the Congress of Lille in the 2003 and which by Legal Imperative it will give by finished his presidency.

Under their mandate the following objectives were obtained:

1. Engrandamiento of the F.C.I., Carlos began with 32 countries and it will leave it with 59.
   
   
2. The incorporation to the F.C.I. of the South American, Arab block and perhaps the most important the one of the Republic Chinese, with more than 400,000 colombófilos and whose incorporation was very problematic, almost impossible, by political subjects, that Carlos solved with a trip lightning to Beijing, where entrevistó with the Minister of Deportes, and to Taiwan where entrevistó with the maximum Sport Authorities.
   
   
3. Creation of anSport-Olímpica category, which was the yearning of many countries during many years.
   
   
4. Creation of a Championship of the World of the F.C.I., that disputes to every year by the Colombódromo System (word invented by Carlos) and in which freely participate all the countries of the F.C.I. and in that the Champions of the World of every year by Pigeon and Country proclaim themselves.
   
   
5. Creation of the Grand Prix the International F.C.I. Open International aids, who previous payment of inscription, can be gained high sums of money and prestige the International.
   
   
6. Mondial Ranking, circuits of several Colombódromos, in which the professional participants accumulate score, declaring itself in the end the winners with succulent prizes (Carlos accidentally gained 1º Mondial disputed Ranking, accumulating the best score in the aids, Beijing, 2000 Taiwan and City of Cabo 2001).
   
   
7. The economy. Carlos received the F.C.I. with very little money and now he is enjoyed one adjusted and shining economy.
   
   
8. Statutes. Carlos has modified several statutes, adapting it to the modern time.
   

And other projects difficult to enumerate. Like culmination of its sport life and recognition of everything what it has done by colombofilia and the Spanish sport. In year 2000, His Majesty the King of Spain granted the title to him of Horseman of the Real Order to the Sport Merit, with the silver symbol.
